- Changed the level penalty logic for item drops, it is now much more forgiving with larger level gaps between player level and monster level

Issues / Bugs
- Fixed an issue where Soulshot, Spiritshot, Blessed Spiritshot, Beast Soulshot, Beast Spiritshot sometimes failed to activate which happened too often for caster classes
- Fixed an issue where Offline Traders were not recovering after a server restart
- Fixed an issue with the quest Bound by Training not showing the correct text
- Fixed an issue where the quest Bound by Training (Orbis version) could not be completed
- Fixed an issue where the Royal Training Camp did not give any EXP at level 77
